Traditional Enhancement
The emphasis in the Enhancement Program
has been placed on improving the infrastructure of department and units
within colleges and universities, primarily through acquisition of research
and instructional equipment. Any type of infrastructure improvement
project is allowed, however, as long as the proposed project significantly
improves the quality of instruction for students and/or enhances the
department's research area. Priority is accorded to proposals where
there is potential for regional and/or national eminence, commensurate
with the submitting institution's degree offerings. The Board dedicates
approximately 50% of the Support Fund appropriation to this program
component.

Education Enhancement - Eligible Every Year
To provide support needed to develop high quality, content-focused
educational programs, the Board of Regents has demonstrated significant
commitment to reform of undergraduate education and teacher preparation
by allowing Education Enhancement proposals to be eligible for funding
each year from FY 2001-02 through FY 2005-06.
Research Competitiveness Program (RCS)
In 1987 when the Support Fund became
operational, as a result of its prior participation in the National
Science Foundation's Experimental Program to Stimulate Competitive Research
(EPSCoR), the Board was aware that Louisiana scientists and engineers
ranked 42nd on a per capita basis in competing for federal research
dollars.
The Research Competitiveness
Subprogram (RCS) was designed to improve the competitiveness of Louisiana
scientists and engineers for non-state support for basic research and
is modeled after the NSF EPSCoR program. Only the sciences and engineering,
as defined by NSF, are eligible for funding under the RCS. Generally
this program is targeted at early career tenure-track faculty who are
building their research programs and who have not yet been successful
in receiving federally-competitive funding.

Industrial Ties Research Subprogram (ITRS)
The Industrial
Ties Research Subprogram (ITRS) is designed to promote new linkages
between Louisiana universities in areas of research where strong potential
exists for more immediate economic returns. Cost sharing on the part
of participating Louisiana industries is a requirement for receiving
Support Fund money under the ITRS. If you plan to apply for the ITRS
component, please consult with George Harker of the Intellectual Propoerty Management and Commercialization department
regarding your projects vis a' vis economic
development and potential technology transfer issues.

for the Industrial Ties Program Every Year
Superior Graduate Fellows Program
The Support Fund
Graduate Fellows Program is designed to enhance Louisiana's ability
to retain and attract top quality students by offering financially and
academically attractive stipends or fellowships to graduate students.
The emphasis in the Graduate Fellows Program is on doctoral programs,
although master's programs critical to the state's economic development
are also eligible. The goals of the Graduate Fellows component are to
elevate higher levels of performance in departments or units which have
attained regional, national, or international standards of eminence;
and/or promoted economic development within the state.
